On April 13, 2021, during a Regular Session of the Sangguniang Bayan of Bustos, Bulacan,
Resolution No. 2021-50 was approved, authorizing Municipal Mayor Francis Albert G. Juan to
enter into and sign the Memorandum of Agreement (MOA) between the Local Government Unit
(LGU) of Bustos, Bulacan and Medcore Plus Enterprises for the construction of a hemodialysis
facility and the operation of the Bustos Dialysis Center.
On May 11, 2021, the Memorandum of Agreement (MOA) was formally signed by Municipal
Mayor Francis Albert G. Juan and Norman L. Pobre, General Manager of Medcore Plus
Enterprises.
With the guidance of Medical Director Dr. Maria Veronica Bulaong, the center successfully
underwent its first Department of Health (DOH) inspection and passed the evaluation. The
facility was granted approval to operate with seven (7) hemodialysis machines, and the DOH
License to Operate was issued on May 12, 2023.
As the number of Chronic Kidney Disease (CKD) patients continued to increase, Medcore Plus
Enterprises expanded the facility by adding two (2) additional hemodialysis machines to meet
the growing demand for dialysis services. The updated DOH License to Operate, reflecting a
total of nine (9) hemodialysis machines, was issued on February 23, 2026.
Today, Bustos Dialysis Center continues to provide safe, high-quality, and accessible
hemodialysis services to patients in Bustos, Bulacan, and neighboring communities, supporting
the growing need for renal care in the province.

On February 14, 2024, during the 82nd Regular Session of the 19th Sangguniang Bayan of
Dingalan, Resolution No. 2024-0742 was approved, authorizing the construction of the new
dialysis facility in Barangay Poblacion, Dingalan, Aurora, and designating it as the Dingalan
Dialysis Center.
On February 11, 2025, during the 131st Regular Session of the 19th Sangguniang Bayan of
Dingalan, Aurora, held at the Sangguniang Bayan Session Hall, Resolution No. 2025-1267 was
approved, granting Municipal Mayor Sherwin H. Taay the authority to enter into and sign the
Memorandum of Agreement (MOA) between the Local Government Unit (LGU) of Dingalan,
Aurora and Medcore Plus Enterprises.
On February 28, 2025, the Memorandum of Agreement (MOA) was formally signed by
Municipal Mayor Sherwin H. Taay and Norman L. Pobre, General Manager of Medcore Plus
Enterprises, in the presence of Dr. Lani Veronica Cebedo, Municipal Health Officer, who now
serves as the Physician-on-Duty of Dingalan Dialysis Center.
With the guidance of Medical Director Dr. Sara L. Esteban, the center successfully underwent its
first Department of Health (DOH) Virtual Inspection on June 23, 2025. Through the collective
efforts of the Dingalan Dialysis Center staff and Medcore Plus Enterprises, the facility
successfully passed the inspection. The DOH License to Operate was issued on July 29, 2025,
and is valid until December 31, 2027.
On August 20, 2025, the center submitted its application for PhilHealth accreditation, which was
granted on October 7, 2025.
Dingalan Dialysis Center officially commenced operations on September 1, 2025, with 11
dialysis patients. As of July 2026, the center has grown to serve 23 active dialysis patients,
reflecting its commitment to providing quality, accessible, and compassionate renal care services
to the residents of Dingalan and nearby communities

On July 30, 2021, Medcore Plus Enterprises and the City Government of Palayan entered into a
Memorandum of Agreement (MOA) to establish their partnership for the construction,
maintenance, and operation of the Palayan City Dialysis Center for a period of five (5) years.
The Memorandum of Agreement was subsequently renewed on November 26, 2025, reaffirming
the commitment of both parties to continue providing quality dialysis services to the community
The facility was formally blessed and inaugurated on November 21, 2021, Following the
completion of the necessary preparations and operational requirements, the center officially
commenced dialysis treatments on January 31, 2022.
On August 28, 2024, Medcore submitted a request for the expansion and renovation of the
existing dialysis facility to accommodate the increasing number of dialysis patients. After
evaluating the proposal, the Local Government Unit (LGU) of Palayan City, on September
20, 2024, recommended relocating the dialysis center to the existing isolation facility adjacent to
the Palayan City Hospital instead of undertaking renovation and expansion of the current site.
The recommendation aimed to provide a larger and more suitable space for future operations and
service expansion.
In recognition of its commitment to quality healthcare and efficient claims management, the
Palayan City Dialysis Center was awarded the "Health Facility with Lowest Rate of Return to
Hospital Claims for CY 2024" by the PhilHealth Regional Office III-B on November 29, 2024.

Through Resolution No. 2024-136, approved by the Sangguniang Panlungsod of Cavite City, the
City Mayor was authorized to enter into a Memorandum of Agreement (MOA) for the
renovation and operation of the Cavite City Dialysis Center.
On February 28, 2025, the Memorandum of Agreement (MOA) was formally signed by City
Mayor Denver Christopher R. Chua and Mr. Agripino Q. Supanagan, Owner of Maxmed
Medical Services, who offered the use of the second floor, right wing of the Cavite City Medcare
Center, located at #643 P. Paterno Street, Caridad, Cavite City, for the establishment of the
dialysis center.
With the guidance of Medical Director Dr. Vincci Monique T. Salud, the center underwent its
first Department of Health (DOH) inspection on May 17, 2026. Through the collective efforts of
the Cavite City Dialysis Center staff and Medcore Plus Enterprises, the facility successfully
completed the inspection and is currently awaiting the issuance of its DOH License to Operate.
LATEST NEWS & EVENTS
PALAYAN CITY DIALYSIS CENTER
The new and expanded Dialysis Center in Palayan City was inaugurated July 20, 2026. It is expected to be fully operational in the month of August, this year. The new facility has a 12-bed capacity, fully air-conditioned, standby generator for 24/7 operations, and a spacious parking area.
The inauguration was led by 𝐑𝐞𝐯. 𝐅𝐫. 𝐉𝐨𝐞𝐥 𝐃𝐆. 𝐂𝐚𝐫𝐢𝐚𝐬𝐨 which was attended by our city mayor Hon. 𝐕𝐢𝐚𝐧𝐝𝐫𝐞𝐢 𝐍𝐢𝐜𝐨𝐥𝐞 𝐉. 𝐂𝐮𝐞𝐯𝐚𝐬, Sanggunian Panlungsod Members led by our second mayor, Hon. 𝐑𝐨𝐦𝐚𝐫𝐢𝐜 𝐒. 𝐂𝐚𝐩𝐢𝐧𝐩𝐢𝐧, City Administrator 𝐌𝐚’𝐚𝐦 𝐎𝐥𝐠𝐚 𝐑𝐨𝐬𝐞 𝐌. 𝐁𝐞𝐫𝐝𝐨𝐧, department heads, Executive Assistants, Captains of each barangay and other staff.
